Naval Lieutenant Commander Tom Farrell (Kevin Costner) begins an affair with an alluring woman, Susan Atwell (Sean Young) who happens to be the girlfriend of his boss, the Secretary of Defense, David Brice (Gene Hackman). When the woman is murdered, Secretary Brice assigns Lieutenant Commander Farrell the task of tracking down the killer.
